Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been stabilised. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of opposing developments captured the harsh reality of the current period. By day, political struggles are fought: hopeful statements are issued from various governments. Significant resources is expended on managing certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "settlement".
Nighttime Reality
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is equipped to monitor projectile deployments from across the border, a capacity afforded by up-to-date information. From observation points, military aircraft that had been deployed to engage hostile cruise missiles roared overhead – modern combat jets delivered to Ukraine by European allies.
Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, most likely delivered by Western nations. Every firing creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into resigned acknowledgment: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.
Continuous Dangers
Following this, a automatic firearm opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – probably Western-made equipment. Sadly, the shots failed to hit the opposing UAV – it pressed on overhead toward its destination.
Periodically, this carried on until dawn. Kyiv faced the morning news: seven people killed, destruction and utility failures in numerous residences as a result of the nocturnal offensive. As always, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on Western support – a dependence that European nations are evidently unprepared to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from US administration provoked deep reactions, discussion and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new proposal from US leadership follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually win the battle. This pattern will, undoubtedly, continue.
Political Considerations
It is convenient to criticize particular leaders of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington operates on a assumption well known to experienced diplomats: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration believes that it is impossible to force Russia to surrender the land that it already controls in Ukraine's south or east.
The problem is that while acknowledging this situation, American administration does little to deter Moscow, through statements or actions, from believing that the status quo will not shift further in its advantage in the months ahead.
Opposing Positions
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's government remains completely certain in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding people and territory but preventing a total frontline collapse until conditions improve in its favour.
Existing Situation
Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their focus does not switch to homefront challenges. And although their objective will now be much harder after latest incidents, it remains very improbable that this will change their overall approach.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a mere seven days to terminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, current information leaks, all did their job.
While new proposals based on established approaches are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and show particular unwillingness to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, largely rely on sustained allied backing.
